Handrail for School Lane Car Park

I feel that some sort of handrail could be considered for the slope at the entrance from School Lane to the car park at the recreation ground. This slope becomes very slippery when wet or icy and I know of two people alone who have suffered serious life changing injuries having fallen coming down this slope. I have requested this twice through the Parish Council but have had no luck. There is quite heavy footfall there and it needn't be anything fancy just something for both adults and children alike to cling to. Has anybody else got any suggestions?
